6 The brief description about the functionality of the department The main functions of the Department of Labour & Employment are:
  • i) Implementation of Labour Laws and looking after the labour welfare in the Territory.
  • ii) Framing of rules/regulations/notifications as per the directions of the Government of India.
  • iii) Registration of names and sponsoring of the candidates against vacancy requisitioned by the various agencies/Departments.
7 Major Achievements so far
  • a) All the services are made ONLINE as per the instructions & guidelines received from the Government of India under Ease of Doing Business. These services are provided in a TIME BOUND manner through the SINGLE WINDOW PORTAL of the UT Administration.
  • b) No major strike reported in the industries, as the relation between the Employer and Employees is cordial and peaceful.
  • c) Implemented the provisions of labour laws for Promotion of harmonious industrial labour relations, social dialogue, and fair labour practices, and Promotion of fundamental principles and rights at work.
  • d) The Department has provided hygienic and nutritious cooked meals to Construction workers and Industrial labourers at Rs. 5/- and Rs. 10/- respectively.
  • e) SPARSH - Scheme for Promotion of Affordable Rental Smart Housing: To provide better housing facilities to the employees working in the industries. A total of 230 workers are provided accommodation in the OIDC Housing Complex constructed under SPARSH. A subsidy of Rs. 500/- per month is provided to these beneficiaries by the Department of Labour & Employment, Daman.
  • f) Job Fairs have been conducted regularly in order to provide gainful job opportunities to the unemployed youths in the Territory as per their qualifications.
  • g) The Department has published the draft rules for inviting feedback/suggestions from the stakeholders under all the four Labour Codes (The Code on Wages, 2019; The Industrial Relations Code, 2020; The Code on Social Security, 2020; The Occupational Safety, Health and Working Conditions Code, 2020) on 24.11.23.
  • h) The rules have been published under the Acts (The Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019 (4 of 2019), The Dadra and Nagar Haveli and Daman and Diu Labour Welfare Fund Act, 1986, adopted by the UT Administration of DNH & DD).
  • i) 15 Welfare Schemes have been notified under the BOCW Act, 1993.
  • j) Minimum Wages rates have been revised and notified from time to time.
